Who painted this painting?

It is about 14'ish by 20. It was relined and had a gold gilded frame on it custom made in Paris. There is no signature. One person advised that this is from the 19 century. I got it at a yard sale - and want to know what scene it may be or any CLUES to helping me find what it is and the value. It appears to have another painting underneath it. It has the french flag - it's abstract, sailboats and seemingly black people on the boats. Please e-mail me so I can send a photo (if that's allowed).
