Should the elected representative follow the dictates of the non elected members of the civil society?
Elected members cannot be left at liberty to make arbitrary behaviour. If elected members are doing wrong, people who have elected them have right to control them.It seems that you are raising this point with reference to Lokpal Bill. The members of civil society are not dictating the elected representatives. They are conveying the feelings of people to the representatives, as each citizen cannot give opinion on every act of elective representatives. So, what is wrong if people express their views through some social leaders who have also support of the people. If the draft prepared by the members of civil society is defective in any way, the members of parliament should discuss on it in the parliament and should also discuss how the bill prepared by them is proper. However, the elected members have no genuine desire to pass any effective law to control corruption. That is why they are preparing such Bill, which would not be effective, by suppressing the voice of people. Is is not against democracy? As far as officers, e.g. Govt. officers is concerned, they are bound to follow the orders of the elected representatives if they are legal and constitutional.
